Richmond Football, Seven Other Sports Penalized for Text-messaging
The NCAA Division I Committee on Infractions has placed Richmond on two years of probation and imposed recruiting restrictions in eight sports for impermissible recruiting text messages and telephone calls to prospective student-athletes.
Appeals panel overturns postseason ban for Eastern Washington football
The NCAA Division I Infractions Appeals Committee has overturned a postseason ban for Eastern Washington University’s football program, saying that the competitive advantage the school gained through the violations was not as significant as the Committee on Infractions had claimed.
The February 2009 case involved violations of impermissible participation by ineligible student-athletes in practice activities, the use of too many countable coaches, failure to monitor by the former head coach, and a lack of institutional control and failure to monitor by the university.

AFCA and NCAA Partner for College Football Respect Weekend
The American Football Coaches Association (AFCA) and the NCAA are partnering on a national sportsmanship initiative called “RESPECT Weekend,” which is set to begin with the Sept. 3-7 weekend of the college football season.
The AFCA and NCAA are encouraging all college football teams to meet at midfield before the kickoff of each game for a pregame handshake. The two head coaches and the two directors of athletics (or a representative of the athletics department) are to lead the sportsmanship gesture.
University of Montana plans to make bid to host FCS title game
University of Montana officials told Missoula’s businesses community Monday they want to bid for the NCAA Football Championship Subdivision national title game in 2010.
University administrators and athletic officials presented the idea in a late-afternoon meeting with representatives of the Missoula Area Chamber of Commerce, Missoula Convention and Visitors Bureau, Mayor John Engen and others gathered at the Canyon Club, atop Washington-Grizzly Stadium.
UM’s stadium can compete well with other FCS venues, they said.

Charged by the Division I Board of Directors with reviewing NCAA legislation for potential cost savings while also enhancing student-athlete well-being, cabinet members are exploring changes in the way need-based aid is tallied – perhaps allowing student-athletes to accept either institutional or athletics aid, whichever is greater, without negatively affecting team totals. In September, the group will look at how that concept and others would work legislatively and begin generating membership discussion with an eye toward crafting legislative proposals within the next year.
Central Arkansas Advances to Final Year of Transition to Division I
CONWAY, Ark. – The University of Central Arkansas athletic department was notified this week by the NCAA that it has moved into its fourth and final year of transition to Division I status, according to athletic director Brad Teague.
Central Arkansas’ baseball and women’s soccer programs will also have full Division I eligibility this season (2009-10) in accordance with the NCAA’s fast-track standards.

NCAA Upholds Playoff Ban for Jacksonville State
JACKSONVILLE — The Jacksonville State football program inched closer to being ineligible for postseason play in 2009 when the NCAA last week denied its waiver for the ban, the college sports governing body confirmed Tuesday.
